The United States launched a "double anti" investigation on large diameter welded pipe made in ChinaUS Commerce Secretary Ross announced on the 13th that he would launch an anti-dumping investigation against large diameter welded pipes imported from Canada, Greece, China, India, South Korea and Türkiye, and also launch a countervailing investigation against the above products from China, India, South Korea and Türkiye. Ross said that since Trump took office, the number of trade remedy investigations initiated by the United States has increased by 81%. He said that the Trump Administration has clearly indicated that the United States will vigorously strengthen the implementation of the "double anti" laws and regulations. The US Department of Commerce stated that, in response to the appeal of five US companies, the Ministry of Commerce decided to launch a "double anti" investigation on the above products. It is said that the dumping margin of large diameter welded pipe imported from China is 120.84% to 132.63%, Canada is 50.89%, Greece is 41.04%, India is 37.94%, South Korea is 16.18% to 20.39%, and Türkiye is 66.09%. In addition, the above products imported from China, India, South Korea, Turkey and other countries also receive export subsidies, tax incentives and subsidized loans. According to the US trade remedy procedure, the US International Trade Commission will make a preliminary determination on the above "double anti" investigation before and after March 5. If the Commission decides that the imported large diameter welded pipe has caused substantial damage to relevant industries in the United States, the Ministry of Commerce will continue to investigate and plan to announce the preliminary findings of anti subsidy and anti-dumping on April 17 and July 2, respectively. According to the data of the US Department of Commerce, the amount of large diameter welded pipe imported by the US from China, Canada, India, Greece, South Korea and Türkiye in 2016 was about US $12.95 million, US $65.95 million, US $25.99 million, US $69.97 million, US $150 million and US $116 million respectively. Regarding the US side's launching of the above "double anti" investigation, Wang Hejun, director of the Trade Relief and Investigation Bureau of the Ministry of Commerce of China, said that China was worried about the US side's serious trade protectionism tendency in the field of steel products. China calls on the United States to refrain from using trade restrictive measures, abide by multilateral trade rules with all parties, and play a positive role in promoting the development of the world economy. |
